中国与东盟签署自贸区3.0版升级议定书
10月28日，在李强总理和马来西亚总理安瓦尔等东盟国家领导人共同见证下，商务部部长王文涛与马来西亚投资、贸易和工业部部长扎夫鲁分别代表中方和东盟方，在马来西亚吉隆坡签署中国—东盟自贸区3.0版升级议定书。
中国—东盟自贸区3.0版升级共涵盖9个领域，包括数字经济、绿色经济、供应链互联互通、标准和技术法规与合格评定程序、卫生与植物卫生措施、海关程序和贸易便利化、竞争和消费者保护、中小微企业、经济技术合作。议定书签署后，双方将分别履行各自国内核准程序，推动议定书尽早生效实施。
China and ASEAN sign Free Trade Area 3.0 Upgrade Protocol
On October 28th, under the joint witness of Prime Minister Li Qiang and Malaysian Prime Minister Anwar Ibrahim and other leaders of ASEAN countries, Minister of Commerce Wang Wentao and Malaysian Minister of Investment, Trade and Industry Zavlu signed the China ASEAN Free Trade Area 3.0 Upgrade Protocol on behalf of China and ASEAN respectively in Kuala Lumpur, Malaysia.
The upgrade of China ASEAN Free Trade Area 3.0 covers a total of 9 areas, including digital economy, green economy, supply chain connectivity, standards and technical regulations and conformity assessment procedures, sanitary and phytosanitary measures, customs procedures and trade facilitation, competition and consumer protection, small and medium-sized enterprises, and economic and technological cooperation. After the signing of the protocol, both parties will follow their respective domestic approval procedures to promote the early entry into force and implementation of the protocol.

全球首个国家级进口博览会第八届中国国际进口博览会（进博会）11月5日在上海开幕，展示了中国对全球合作的坚定承诺，为全球经济注入了急需的确定性和稳定性。
商务部副部长盛秋平表示，中国连续16年成为世界第二大进口市场，“十四五”期间（2021-2025年）商品和服务进口额将突破15万亿美元。
如今，进博会已从展示成果的平台发展成为吸引全球资源的磁铁和建立实质性合作伙伴关系的枢纽。
China showcases firm commitment to global cooperation at the Import Expo
The 8th China International Import Expo (CIIE), the world's first national level import expo, opened in Shanghai on November 5th, showcasing China's firm commitment to global cooperation and injecting much-needed certainty and stability into the global economy.
Vice Minister of Commerce Sheng Qiuping stated that China has been the world's second-largest import market for 16 consecutive years, and during the 14th Five Year Plan period (2021-2025), the import value of goods and services will exceed 15 trillion US dollars.
Nowadays, the CIIE has evolved from a platform for showcasing achievements to a magnet for attracting global resources and a hub for establishing substantive partnerships.

China and ASEAN strengthen policy exchanges
On November 3rd, the China ASEAN Institute of Administration and Think Tank Seminar opened in Nanning, Guangxi Zhuang Autonomous Region, focusing on national governance, regional governance, and global governance. Participants from both sides discussed strengthening cooperation and building consensus.
The event, themed "National Governance and Asian Civilization," gathered around 100 participants from ASEAN member countries, as well as Chinese officials and experts and scholars from think tanks, research institutions, and universities.
Foreign attendees praised China's positive role in contributing professional knowledge to national, regional, and global governance issues in their speeches, and emphasized that this seminar is a step towards implementing the outcomes of the China ASEAN Leaders' Meeting, promoting governance training, and exchange and cooperation.

中国标志性贸易走廊货运量激增
一列载有澳大利亚牛皮纸、新加坡酥皮起酥油等80个集装箱货物的货运列车11月5日从中国南部广西壮族自治区钦州港东站出发，开往中国西南部的重庆市。
此次出货标志着一个重要的里程碑，今年以来，国际陆海贸易新通道铁路服务累计货运量达到121.4万个20英尺当量单位，比去年同期增长63.2%。
作为连接中国西部内陆地区与全球市场的重要物流纽带，该走廊使重庆和广西生产的新能源汽车通过铁路和海运相结合的方式到达中东市场，帮助中国农产品进入国际市场，并使泰国榴莲和柬埔寨大米等东盟进口产品通过专线冷链列车仅需88小时即可到达重庆。
数据显示，2021年以来，西部陆海新通道累计运输货物444.1万标箱，巩固了其作为连接中国西部与东盟国家的物流大动脉作用，在深化对全球市场开放的同时，带动区域协调发展。
China's landmark trade corridor cargo volume surges
A freight train carrying 80 containers of goods, including Australian kraft paper and Singaporean puff pastry shortening, departed from Qinzhou Port East Station in south China's Guangxi Zhuang Autonomous Region on Wednesday, bound for Chongqing Municipality in southwest China.
The shipment marks a significant milestone, with the cumulative freight volume of the New International Land-Sea Trade Corridor rail service reaching 1.214 million twenty-foot equivalent units (TEUs) so far this year, a 63.2 percent increase from the same period last year.
Serving as a crucial logistics link between China's western inland regions and global markets, the corridor has enabled new energy vehicles produced in Chongqing and Guangxi to reach Middle Eastern markets through a combined rail-sea transport mode, helped Chinese agricultural products enter international markets, and allowed ASEAN imports such as Thai durians and Cambodian rice to arrive in Chongqing in just 88 hours via dedicated cold chain trains.
Data show that since 2021, the New Western Land-Sea Corridor has transported a total of 4.441 million TEUs of goods, solidifying its role as a key logistics artery linking western China with ASEAN countries and driving coordinated regional development while deepening opening up to global markets.

Global garment supply chain in mild slowdown over US tariff
The global garment supply chain is undergoing somewhat of a slowdown due to US President Donald Trump's recent reciprocal tariffs, as well as political uncertainty in Bangladesh, according to several foreign denim apparel traders.
The rise in tariffs pushed up garment prices, leading to a fall in demand especially for denim products in the US market, which subsequently affected trade for supplier countries such as Bangladesh, China, India, Pakistan, and Vietnam.

中国-东盟自贸区升级创造广阔产业合作机遇
印尼工商会中国委员会主席加里巴尔迪·托希尔日前接受新华社记者专访时表示，中国-东盟自贸区3.0版升级议定书不久前在马来西亚吉隆坡签署，为东盟与中国乃至世界各国企业创造了丰富的市场和产业合作机遇。
托希尔表示，议定书涵盖数字经济、绿色经济、供应链互联互通等新领域，而数字化转型与绿色增长是印尼发展议程的核心，该国实现净零排放目标需要依托清洁能源和绿色出行领域的合作，而这正与中国的发展战略相契合。
托希尔还表示，《区域全面经济伙伴关系协定》（RCEP）为印尼与中国合作注入了新动力，特别是对中小企业而言。通过简化海关程序、促进电子商务和数字贸易，RCEP让印尼企业能够更深入地融入区域价值链。
Upgrading the China ASEAN Free Trade Area creates vast opportunities for industrial cooperation
During a recent interview with Xinhua News Agency, Garibaldi Toshil, Chairman of the China Committee of the Indonesian Chamber of Commerce, stated that the China ASEAN Free Trade Area 3.0 Upgrade Protocol was recently signed in Kuala Lumpur, Malaysia, creating rich market and industrial cooperation opportunities for ASEAN, Chinese, and even global enterprises.
Toshil stated that the protocol covers new areas such as digital economy, green economy, and supply chain connectivity, and digital transformation and green growth are the core of Indonesia's development agenda. The country's achievement of net zero emissions goals requires cooperation in clean energy and green transportation, which is in line with China's development strategy.
Toshil also stated that the Regional Comprehensive Economic Partnership (RCEP) has injected new momentum into cooperation between Indonesia and China, especially for small and medium-sized enterprises. By simplifying customs procedures, promoting e-commerce and digital trade, RCEP enables Indonesian businesses to integrate more deeply into the regional value chain.
On October 23rd, the 8th Kunming Forum on South Asia Southeast Asia Education Cooperation was held.
The theme of this forum is "Building a High level International Education Cooperation Zone", aiming to further promote high-level Sino foreign cooperation in education and vocational education between China (Yunnan) and South Asian and Southeast Asian countries, strengthen cooperation in digital education, teacher training, and talent cultivation, and contribute educational wisdom and strength to the economic construction and social development of the South Asian and Southeast Asian regions. During the forum, the 4th South and Southeast Asian University Presidents Forum, 3 parallel sub forums, 2 series of activities, and 1 education exhibition were held simultaneously.

台风“海鸥”已致菲律宾114人死亡、127人失踪
菲律宾民防办公室6日通报，台风“海鸥”在菲律宾已造成114人死亡、82人受伤，另有127人失踪。
台风“海鸥”于4日在菲律宾南莱特省首次登陆，随后自东向西横扫中部地区，给多地带来狂风暴雨，并引发洪涝和山体滑坡等灾害。
菲律宾国家减灾管理委员会称，截至当日6时，菲全国共有32个省份受灾，受影响人口超过195万。其中，44万余人被迫转移至临时避难场所。

15 people have died in flash floods in Papua Province, Indonesia
On November 5th local time, the Indonesian National Disaster Relief Agency announced that the flash flood disaster that occurred in Nduga County, Papua Province on the evening of the 1st has caused 15 deaths and 8 people are missing.
The Disaster Relief Agency stated that the disaster was caused by several consecutive days of heavy rainfall. The authorities urge the public to remain highly vigilant and evacuate to safe areas in the event of sustained heavy rainfall, while closely monitoring the latest warning information issued by local governments.
