四年来，创启始终坚守法律服务初心，以云南为战略原点深耕细作，锚定律所规范化、专业化、规模化、品牌化和国际化发展方向，立足多元法律业务领域，兼顾国内市场深耕与涉外领域拓展，稳步构建云南省与南亚东南亚的法治服务网络。
Over the past four years, Chuang Qi has remained steadfast in its original aspiration of legal service. With Yunnan as our strategic foundation, we have cultivated deeply and meticulously, anchoring our development direction towards the standardization, specialization, scaling, branding, and internationalization of the firm. Grounded in diverse legal practice areas, we have balanced deepening our presence in the domestic market with expanding into international fields, steadily building a network of legal services connecting Yunnan Province with South Asia and Southeast Asia.
而在刚刚过去的2025年，相较于以往的探索与积淀，我们的国际化布局迈入实质突破阶段，勇毅迈出关键一步——面向南亚东南亚精准发力，成功增设老挝、孟加拉、越南三家海外分所，马来西亚、柬埔寨、泰国分所正积极筹备，这一系列突破不仅扩展了创启涉外法律服务版图，更让发展根基愈发坚实。而这一切，都藏在创启深耕不辍的发展历程里。
In the year 2025 just past, compared to previous years of exploration and accumulation, our international layout entered a phase of substantive breakthrough, taking a resolute and crucial step forward. Focusing precisely on South Asia and Southeast Asia, we successfully established three new overseas branches in Laos, Bangladesh, and Vietnam, with branches in Malaysia, Cambodia, and Thailand actively in preparation. This series of breakthroughs not only expanded Chuang Qi's footprint in foreign-related legal services but also solidified our developmental foundation. All of this is embedded within Chuang Qi's unwavering journey of persistent cultivation.

向上生长的力量，源于向下扎根的坚定。2013年，“云南聿展律师事务所”经云南省司法厅批准成立；2021年6月，律所重组发展并正式更名为“云南创启律师事务所”，开启全新发展阶段。彼时，虽然我们在中国（云南）自由贸易试验区法律服务园区拥有5000平方米的办公空间，但全球疫情反复、国际形势动荡、经济下行压力交织，且初创阶段仅有四位创始人，我们遭遇了外界诸多的质疑。
如今，创启已实现团队规模从四人到百人的跨越式成长：省内布局三家国内分所，国外布局三家海外分所，凝聚起一支专业过硬、协同高效的律师队伍。
The power to grow upward stems from the determination to take root downward. In 2013, "Yunnan Yuzhan Law Firm" was established with the approval of the Yunnan Provincial Department of Justice. In June 2021, the firm was restructured for development and officially renamed "Yunnan Chuang Qi Law Firm," embarking on a new developmental stage. At that time, although we possessed 5,000 square meters of office space within the Legal Service Park of the China (Yunnan) Pilot Free Trade Zone, we faced recurrent global pandemics, turbulent international situations, and intertwined economic downward pressures. With only four founding partners in the initial stage, we encountered considerable external skepticism.
Today, Chuang Qi has achieved a leap in team size from four to over a hundred members. Domestically, we have established three branches within the province; internationally, we have set up three overseas branches. We have united a team of lawyers renowned for their professional excellence and efficient collaboration.
党建引领是律所发展的红色引擎。我们始终将党建工作置于首位，我们深入贯彻总书记“努力做党和人民满意的好律师”重要指示，锚定“党建强所、专业兴所”方向，推动党建与专业化发展深度融合。紧扣“一带一路”倡议与云南辐射中心建设大局，组织“党建+支部共建”主题党日活动，联合政府部门、企业及同行支部开展共建交流，促进党建与业务资源双向赋能；强化组织建设，接收优秀律师为预备党员，建强党员骨干队伍。同时，以党建引领社会责任践行，通过深入基层普法、捐赠便民设施、化解纠纷等务实举措，践行司法为民理念，彰显法律人的政治担当与为民情怀。
Party building leadership is the red engine driving the firm's development. We consistently prioritize Party building work, thoroughly implementing the important directive of "striving to become good lawyers satisfactory to the Party and the people." Anchored in the direction of "strengthening the firm through Party building, invigorating the firm through professionalism," we promote the deep integration of Party building with specialized development. Closely aligned with the national "Belt and Road" Initiative and Yunnan's role as a radiation center, we organize themed Party Day activities such as "Party Building + Branch Co-construction," conducting joint exchanges with government departments, enterprises, and peer Party branches to facilitate mutual empowerment between Party building and business resources. We strengthen organizational development by accepting outstanding lawyers as probationary Party members, building a robust backbone team of Party members. Simultaneously, we practice social responsibility under the guidance of Party building. Through concrete measures such as conducting legal education at the community level, donating public convenience facilities, and mediating disputes, we uphold the judicial principle of serving the people, demonstrating the political commitment and people-centered sentiment of legal professionals.
公益普法是我们不变的坚守。2025年，创启律师深入各社区开展多场公益普法活动，用专业知识为群众答疑解惑；“阳光女童”公益项目持续推进，让法治阳光照亮每一位孩子的成长之路。各分所亦积极响应，楚雄分所的律师们即便面临长达六小时的往返车程，途中遭遇多处塌方、偶遇拦路山羊等突发状况，仍风雨无阻为当地中小学开展普法讲座，将法律知识与法治理念送到师生身边。
Public interest legal education remains our unwavering commitment. In 2025, Chuang Qi lawyers entered various communities to conduct multiple public interest legal education activities, using professional knowledge to answer questions for the public. The "Sunshine for Girls" public welfare project continued steadily, allowing the light of the rule of law to illuminate every child's growth path. Branches also responded actively. Lawyers from the Chuxiong Branch, despite facing a six-hour round-trip commute, encountering multiple road collapses, and occasional obstructions like goats blocking the way, persevered through wind and rain to conduct legal education lectures for local primary and secondary schools, bringing legal knowledge and the concept of the rule of law to teachers and students.
规范化发展离不开完善的制度保障。2025年，我们精准发力制度建设，正式设立执业纪律委员会、业务指导委员会、青年律师委员会、品牌文化委员会等专门委员会。各委员会各司其职、协同发力，通过委员会的系统化运作，有效理顺了管理机制、优化了资源配置，为律所规范化发展注入强劲动力。
Standardized development is inseparable from robust institutional safeguards. In 2025, we focused precisely on institutional construction, formally establishing specialized committees including the Professional Discipline Committee, Business Guidance Committee, Young Lawyers Committee, and Brand Culture Committee. Each committee performs its duties and collaborates effectively. Through the systematic operation of these committees, we have effectively streamlined management mechanisms, optimized resource allocation, injecting strong momentum into the firm's standardized development.

知识产权法律服务是创启重点深耕的专业方向。作为昆明市知识产权保护中心维权援助工作站、云南省版权服务工作站、云南省地理标志产业协会理事单位，2025年我们持续深耕知识产权领域，办理多个涉知识产权案件并受邀开展多场专题讲座，分享实战经验与行业洞察。更值得骄傲的是，我所张秋玲律师、杨雪律师凭借深厚的专业积淀，被云南省知识产权局认定为2025年云南省知识产权人才，为行业人才培养注入创启力量。
Intellectual property legal services are a key professional direction deeply cultivated by Chuangqi. As a member of the Kunming Intellectual Property Protection Center's Rights Protection Assistance Workstation, Yunnan Province Copyright Service Workstation, and Yunnan Province Geographical Indication Industry Association, we will continue to deepen our knowledge in the field of intellectual property in 2025. We have handled multiple intellectual property cases and have been invited to hold multiple special lectures to share practical experience and industry insights. What is even more proud is that our two lawyers,Zhang Qiuling and Yang Xue, with their profound professional accumulation, have been recognized by the Yunnan Provincial Intellectual Property Bureau as the intellectual property talents of Yunnan Province in 2025, injecting innovative power into the cultivation of industry talents.

创启劳动争议法律服务团队实力雄厚，聚焦劳动人事领域法律实践与研究。2025年，我所连续第三年签约云南省劳动人事争议仲裁院仲裁法律服务协议，十余位律师获聘该院兼职仲裁员；同时为云南滇约出行、云南机场建设发展有限公司、昆明空港投资开发集团、昆明市融媒体中心、华侨城(云南)文旅产业发展有限公司等多家单位提供常年劳动法律顾问服务，联合开展并受邀参与多场劳动法专题讲座，为企业合规用工、劳动者权益保护筑牢专业防线。
The labor dispute legal service team of Chuangqi Law Firm has strong strength, focusing on legal practice and research in the field of labor and personnel. In 2025, our firm signed the arbitration legal service agreement with Yunnan Provincial Labor Dispute Arbitration Institute for the third consecutive year, and more than ten lawyers were hired as part-time arbitrators by the institute; At the same time, we provide year-round labor legal consulting services to multiple units such as Yunnan Dianyue Travel, Yunnan Airport Construction and Development Co., Ltd., Kunming Airport Investment and Development Group, Kunming Integrated Media Center, and Overseas Chinese Town (Yunnan) Cultural and Tourism Industry Development Co., Ltd. 创启孟加拉分所作为孟加拉国首家中资律所，成功与贵州桥梁建设集团、中国外运孟加拉国有限公司、江苏驰马科技股份有限公司等大型国企央企、上市企业签署合作协议，并与中国土木工程集团达成合作意向；另外我所还与保加利亚ATA-Totev&Nedeva事务所、越南THANH DO LAW FIRM、马来西亚陈建汉律师事务所签订合作协议，为涉外法律服务的布局积蓄了核心动能。

Chuang Qi Bangladesh Branch, as the first Chinese-funded law firm in Bangladesh, successfully signed cooperation agreements with large state-owned enterprises, central enterprises, and listed companies including Guizhou Bridge Construction Group, Sinotrans Bangladesh Co., Ltd., and Jiangsu Chima Technology Co., Ltd., and reached a cooperation intention with China Civil Engineering Construction Corporation. Furthermore, our firm signed cooperation agreements with Bulgaria's ATA-Totev&Nedeva Law Office, Vietnam's THANH DO LAW FIRM, and Malaysia's Tan & Tan Law Office, accumulating core momentum for the layout of our foreign-related legal services.

We actively respond to corporate commercial legal service needs, continuing to serve institutions such as the Yunnan Provincial Federation of Industry and Commerce, the Yunnan Dian Chamber of Commerce, the China Chamber of International Commerce Yunnan Chamber of Commerce, and the Yunnan Association of Enterprises with Foreign Investment, providing precise and efficient legal services to a wide range of commercial entities. 2022年，我们主动登上国际舞台，参与第六届中国南亚博览会暨中国-南亚商务论坛等高规格对话，向行业发出创启的专业声音。
In 2022, we will take the initiative to step onto the international stage and participate in high-level dialogues such as the 6th China South Asia Expo and China South Asia Business Forum, sending a professional voice of innovation to the industry.

2024年，我们“内外并举”，既在家门口成功举办“老挝投资推介会”“中国昆明——老挝磨丁跨境产业合作投资推介会”，吸引数百位企业家参与，又主动出访匈牙利、保加利亚，将合作视野拓展至欧洲。

2025年初，老挝分所率先在万象落地，这是创启首家海外分所，更是我们毅然“出海”、迈出国际化布局的关键第一步。纵使是首次探索仍有经验打磨的空间，但这份敢为人先的魄力与务实行动，不仅为深耕老挝市场筑牢起点，更为后续海外分所的密集落地积累了弥足珍贵的经验。
At the beginning of 2025, the Laos branch will be the first to land in Vientiane, which is the first overseas branch of Chuangqi and a crucial first step for us to resolutely "go global" and take an international layout. Even though it is the first exploration, there is still room for experience polishing. 年中，第二家海外分所——孟加拉分所顺利落地，作为孟加拉国第一家中资律所，我们成功与多家国企、央企及大型企业签订战略合作协议，彰显创启的专业实力与市场认可度。并主动牵头组织考察团，助力更多中国企业“出海”深耕孟加拉市场。
In the middle of the year, our second overseas branch, the Bangladesh branch, successfully landed. As the first Chinese law firm in Bangladesh, we have signed strategic cooperation agreements with multiple state-owned enterprises, central enterprises, and large corporations, demonstrating the professional strength and market recognition of Chuangqi. And take the initiative to organize inspection teams to help more Chinese companies "go global" and deeply cultivate the Bangladeshi market.

年末，越南分所在河内正式揭牌，依托前期经验积累，我们配备充足专业人员，以更精准的服务定位、更成熟的服务模式快速切入当地市场。
At the end of the year, the Vietnam branch was officially unveiled in Hanoi. Based on our accumulated experience, we have equipped sufficient professional personnel to quickly enter the local market with more accurate service positioning and more mature service models.

创启（马来西亚）分所（筹）
2025年12月末，喜讯再传：马来西亚分所筹备事宜正式敲定，选址定于吉隆坡地标建筑KLCC所在的中央商务区，后续将按计划稳步推进各项筹备工作，持续完善覆盖南亚东南亚的涉外法律服务网络。
At the end of December 2025, good news came again: the preparations for the Malaysia branch have been officially finalized, and the location is set in the central business district where the landmark building KLCC in Kuala Lumpur is located. Subsequently, various preparatory work will be steadily promoted according to the plan, and the foreign-related legal service network covering South Asia and Southeast Asia will be continuously improved.

海外层面，精心编制中英双语宣传册，系统撰写覆盖老挝、孟加拉、越南、泰国等重点涉外国家的产品手册，清晰呈现服务优势与业务体系，积极亮相海外各类博览会、推介会，以专业形象传递品牌价值；
国内层面，聚焦“涉外法律服务”核心标签，通过参与国内行业展会、举办涉外项目推介会、加强媒体合作与专业文章发布等方式，强化国内市场对创启涉外律所定位的认知。

Combining local industry characteristics with the pain points of Chinese enterprises in cross-border investment, we will further improve our legal service network covering this region.
